The 27th International Computer Science and Engineering Conference 2023 (ICSEC 2023)

International School of Tourism, Surat Thani Rajabhat University, Koh Samui Campus, Surat Thani, Thailand

The International Computer Science and Engineering Conference (ICSEC) has been approved by Institute of Electrical and Electronics Engineers (IEEE) Thailand Section and IEEE Computer Chapter Thailand Section. The conference is the premier forum for the presentation of researchers, practitioners, and educators to present and discuss the most recent innovations, research, experience, trends and concerns in the field of Computer Science, Computer Engineering, Software Engineering, Information Technology and Emerging Technology. ICSEC2023 is organized by the Graduate School, Chiang Mai University, in collaboration with the Graduate School, Rajabhat Suratthani University, on behalf of the Council of the Graduate Studies Administrators of Thailand (CGAT) and the Council of Graduate Studies Administrators of Public and Autonomous Universities (CGAU) at the Institute of Tourism Development and Sumui College of Bunditpatanasilpa Institute, Suratthani Rajabhat University, Kho Samui District, Suratthani Province.

ICSEC 2023 will be held over two days with special sessions and presentations delivered by researchers from the international communities, including presentations from well-known keynote speakers.

Papers related to this conference theme including theories, methodologies, and emerging applications are encouraged. Contributions covering theoretical developments and practical applications, including but not limited to the following technical areas, are invited:

Paper Submission

  1. Prospective authors are invited to submit original full papers WITHOUT authors’ names and affiliations, in English, of 4 – 6 pages (at least 8 pages for journal submission) in standard IEEE two-column format only, reporting their original work and results, applications, and/or implementation in one or more of the listed areas.
  2. Papers must be submitted online only through the submission system of the conference website.
  3. At least one author of each accepted paper MUST register and present the paper at the conference in order that the paper is to be included in the program. The program will also be submitted for inclusion in the IEEE Xplore. All accepted papers will be submitted for inclusion into IEEE Xplore.
  4. The author should use IEEE manuscript templates. (Microsoft Word: A4)

In addition to regular ICSEC track, the conference features the following special tracks:

(1) Cognitive information processing and its applications

Cognitive information currently plays important roles in many applications such as attention, encoding, memory, artificial intelligence (AI), and cognitive computing latest advances in machine thinking. As well as the characteristics of the human visual system, its information and limitations must be first clearly studied, and the artificial systems should be then developed. In this session, we discuss the wide range topics of human cognitive functions, advanments, limitations, and possibility for artificial system development.

Keynote Title: Deep Learning Platform for B5G Mobile Networks

The 3G and 4G mobile communications had been developed for many years. The 5G mobile communication is scheduled to be launched in 2020. In the future, a wireless network is of various size of cells and different type of communication technologies, forming a special architecture of Heterogeneous Networks (HetNet). Under the complex network architecture, interference and handover problems are critical challenges in access network. How to efficiently manage small cells and to choose an adequate access mechanism for the better quality of service is a vital research issue. Traditional network architecture can no longer support existing network requirements. It is necessary to develop a novel network architecture. Therefore, this keynote speech will share a solution of deep learning-based B5G mobile network which can enhance and improve communication performance through combing some specific technologies. e.g., deep learning, fog computing, cloud computing, cloud radio access network (C-RAN), fog radio access network (F-RAN) and federated learning.

Speaker bio

Han-Chieh Chao received his M.S. and Ph.D. degrees in Electrical Engineering from Purdue University, West Lafayette, Indiana, in 1989 and 1993, respectively. He is currently a professor with the Department of Electrical Engineering, National Dong Hwa University, where he also serves as president. He is also with the Department of Computer Science and Information Engineering, National Ilan University, Taiwan. He was the Director of the Computer Center for Ministry of Education Taiwan from September 2008 to July 2010. His research interests include IPv6, Cross-Layer Design, Cloud Computing, IoT, and 5G Mobile Networks. He has authored or co-authored 4 books and has published about 400 refereed professional research papers. He has completed more than 150 MSEE thesis students and 11 Ph.D. students. He serves as the Editor-in-Chief for the Institution of Engineering and Technology Networks, the Journal of Internet Technology, the International Journal of Internet Protocol Technology, and the International Journal of Ad Hoc and Ubiquitous Computing. He is a Fellow of IET (IEE) and a Chartered Fellow of the British Computer Society. Dr. Chao has been ranked as the top 10 Computer Scientists in Taiwan for 2020 by Guide2Research. Due to Dr. Chao’s contribution of suburban ICT education, he has been awarded the US President’s Lifetime Achievement Award and International Albert Schweitzer Foundation Human Contribution Award in 2016, and South East Asia Regional Computer Confederation, SEARCC in 2017.

Keynote Title : Understanding Technological Evolution and its Impact on New-age Education


The Fourth Industrial Revolution technologies such as generative AI, deep learning models, block-chain, and the metaverse have not only enabled the emergence of intelligent machines and increased operational efficiency but also brought about changes in various concepts and values throughout society.

The traditional education system, which has been based on the belief that acquiring appropriate academic knowledge and qualifications and graduating from university would lead to employment, is now facing significant changes due to the emergence of AI systems, including generative artificial intelligence, which can be more specialized than humans.

In this keynote lecture, we aim to discuss the direction and pace of technological evolution, its significance, and the need for new forms of education and the desired qualities of professionals in a society where AI usage becomes widespread.

Keynote Title : Analysis of EEG Signals for Early Diagnosis of Alzheimer Disease

Alzheimer disease is one of the most common and fastest growing neurodegenerative diseases in the western countries. EEG signal analysis can be well suited for automated diagnosis of Alzheimer’s disease (AD). The EEG signals has a diverse frequency band which reflects mental functions and memory performance of the humans. The EEG is non-invasive and measurable brain signal, which can be used for detecting the memory functions in the case of AD; where there is significant slowdown of brain cognitive functions. This research focuses on spectral and wavelet features for diagnosis of Alzheimer disease using EEG signals with effective increase in diagnostic accuracy.  This research explores the use of EEG signals in diagnosis of Alzheimer disease in early stage. 


Dr. Vinayak Bairagi has completed M.E. in Electronic in 2007 with 1st Rank in Pune University. University of Pune has awarded him a PhD degree in Engineering in 2013. He has teaching experience of 17 years and research experience of 12 years. He has filed 15 patents and 5 copyrights in technical field. He has published more than 61 papers, of which 38 papers are in international journals.

His 57 papers are indexed in Scopus and 32 papers are indexed in SCI. He is a reviewer for nine scientific journals including IEEE Transactions, Elsevier and Springer Journals. He was invited as session chair for 21 national & international conferences. He has also been invited as resources person by 31 colleges for invited talk. He has received four research grants. He has received “Maniratna” Best Teacher Award (2013), IEI national level Young Engineer Award (2014), ISTE national level Young Researcher Award (2015), IETE M N Saha Memorial Award-2018 and Pune University Best innovative teacher award (2021) for his excellence in the field of engineering.  He is the member of IEEE, INENG (UK), IETE (India), ISTE (India) & BMS (India). He is Chair of IEEE Signal processing society Pune chapter (2020-2023). Currently he is associated with AISSMS Institute of Information Technology (Affiliated college to S P Pune University), Pune as Professor in Electronics and Telecommunication Engineering. He is recognized PhD Guide in Electronics engineering of Savitribai Phule Pune University. Presently he is guiding 7 PhD Students. He is Udemy instructor for course on paper writing.
